For the "Decryption" challenges, you will need to collect 100 different chips in order to solve the mystery. Decryption Chip 7 asks you to use the Hug emoticon inside a stone umbrella. So all you have to do is get there, in a game mode other than the Playground. The Hugs emoticon is unlocked upon reaching Tier 8 for all players.
As a reminder, once the chip has been recovered, you must not leave the game, but die for the progress to be saved.

Where is the decryption chip located?
The decryption chip can be found south of the Block, in the umbrella-shaped stone quarry. You will therefore have to go to the very bottom of this quarry, and climb on the small wooden ledge at the bottom. Building will be required to reach it. Once there, all you have to do is use the Cuddles emote obtained by gaining levels, and thus recover the decryption chip.
